Why does the video game “Rock Band” have so many of the same songs as “Guitar Hero III”?

There are thousands of rock songs out there. Two recent games, “Rock Band”, and “Guitar Hero III”, include several of the same songs, despite having playlists of only several dozen songs. Why is this? What kind of (un)attractive deals were made that limited their choices to these artist / song combinations?
